Iberia cancels 118 flights, pilots call for two more days of strikes to protest Iberia Express

December 30, 2011

Iberia Airbus A320-211 EC-FDB (msn 173) (member of Oneworld) MAD (Ariel Shocron), originally uploaded by Airliners Gallery.

Iberia’s (Madrid) pilots impacted the company yesterday with its second day of strikes this month. As a result 118 flights were cancelled, but all passengers eventually reached their destinations by rerouting or rescheduling.

Iberia Pilots, under the SEPLA union, have called for two more days of strikes next month, on January 9 and 11, demanding that the airline ceases its plans for creating a new “Low Salary, not Low Cost airline”, called Iberia Express.

Last week, Iberia advertised for A320 type rated pilots, ICAO Level 4 language proficiency and recent flight time, but no other requirements where specified. The company claims that it has received more than 1500 applications.

Two Vueling Airlines Airbus A320s have entered the Iberia hangars in order to be repainted onto the Iberia Express livery. Tthe company may start looking for Vueling pilots to fly the new IB Express routes.

British Airways pilots, represented by the BALPA union, visited Madrid on Wednesday to show their support to their IAG colleagues and to inform the striking IB pilots about the way BA pilots will help, as they see this IB Express company as a threat to their contracts, by outsourcing their European flights to this new company, or to newly-acquired BMI. Finally, reportedly the BA pilots told the IB pilots, that Willy Walsh had stated that he can resist all of the strikes by the IB pilots, thanks to the Spanish legislation, which mandates minimum services to be provided by the airlines.

According to the unions, BALPA will soon be joining SEPLA in its efforts against the outsourcing of the IAGs jobs and routes.

US Airways’ pilots express concern following the publishing of FAA’s new rest rules

December 28, 2011

US Airways Airbus A319-112 N745VJ (msn 1289) (Allegheny Airlines colors) CLT (Bruce Drum), originally uploaded by Airliners Gallery.

The US Airline Pilots Association (USAPA), representing the pilots of US Airways, expresses concerns over the new FAA Flight and Duty Time rule addressing pilot crew rest. The new rule is the result of efforts to address pilot fatigue, brought to light primarily as a result of the fatal accident of Colgan Air Flight 3407 in Buffalo, NY that occurred in May 2009.

USAPA welcomes the publication of the long overdue rest rule, and acknowledges that positive steps were taken to mitigate fatigue in Wednesday’s final ruling.

However, USAPA believes some areas of the rule are in conflict with the stated goal of the improving passenger safety.

In response to the release of the new rest rules, USAPA President Captain Mike Cleary stated, “The new rule demonstrates troubling inconsistencies in its application to cargo operations and, therefore, fails to meet the FAA’s stated goal of One Level of Safety. Congress directed the FAA to create new science-based flight and duty rules to appropriately establish one level of aviation safety to protect the public. Under intense pressure from the cargo industry lobby, the FAA has failed to carry out this basic congressional mandate. Pilots work in a complex environment where a poor decision due to fatigue of one flight crew can magnify and affect the lives of many. The final rule exempts cargo carriers from adhering to the flight and duty regulations, allowing them to opt out of the new rule.” President Cleary continued, “USAPA strongly supports One Level of Safety – what’s safe for one pilot is safe for all, and these new rules fail to incorporate that commitment.”

All pilots are subject to the same physiological needs regardless of the type of air carrier operations. The new rule fails to acknowledge that basic fact by exempting certain segments of air transport. Added Captain Cleary, “Fatigue is fatigue, regardless of whether you’re carrying passengers or cargo. USAPA believes that, in the largely adversarial work environment that many are faced with today, strict government regulation must be in place to protect against potential abuses. Faced with the many potential challenges in round-the-clock air transport operations, a pilot must have the protections of strong Flight and Duty Time regulations and be free to remove him or herself from a flight due to fatigue without fear of recrimination.”

Tentative transition agreement reached for AirTran and Southwest flight attendants

December 27, 2011

Southwest Airlines Boeing 737-7H4 WL N918WN (msn 29843) (Illinois One) BWI (Tony Storck), originally uploaded by Airliners Gallery.

The Association of Flight Attendants-CWA (AFA), representing 2,400 Flight Attendants at AirTran Airways (Orlando), announced a Seniority Integration and Transition Agreement with Southwest Airlines (Dallas), AirTran Airways and Transport Workers Union Local 556, which represents Southwest Flight Attendants.

The agreement outlines the full integration of AirTran Flight Attendants into Southwest as the two airlines merge. The agreement will be sent to Flight Attendants at both carriers for ratification.

AFA’s seniority integration policy promotes unity and protects a Flight Attendant’s years of service. This is the ideal as we recognize the contributions all Flight Attendants make to our careers. But, in merger such as this one between Southwest and Air Tran where Flight Attendants will not be represented by AFA once the merger integration is concluded, AFA has successfully lobbied for seniority protection under the law. Earlier this month AFA won a case before the federal court of appeals that confirms a Flight Attendants’ right to a fair and equitable process for seniority integration.

Air Tran AFA members will now decide whether to approve the tentative transition agreement that includes a seniority integration process or go to arbitration on the issue of seniority integration.

FedEx pilots respond to release of pilot fatigue rule

December 23, 2011

FedEx Express Boeing 777-FS2 N884FD (msn 37137) PAE (Nick Dean), originally uploaded by Airliners Gallery.

FedEx Express’ (Memphis) pilots have officially issued this response to the FAA’s final regulations concerning pilot fatigue:

“The FedEx Master Executive Council (MEC), the FedEx branch of the Air Line Pilots Association, International (ALPA), issued the following press release concerning the Federal Aviation Administration’s (FAA) final regulations regarding airline pilot flight- and duty-time limitations and minimum rest requirements:

The release yesterday of the Federal Aviation Administration’s long-awaited science-based fatigue rule for flight and duty time was a political failure. The rule completely ignores the safety of cargo pilots and instead lets operators choose to ignore the safety improvements that will benefit pilots carrying passengers.

Fatigue affects all pilots. Over the first century of powered flight, countless accidents trace pilot fatigue as a contributing factor. “It is outrageous that the new rule does not include cargo. Cargo aircraft operate into the same airspace, into the same crowded airports surrounded by millions of homes and face the same challenges every other professional aviator encounters on a 24-hour basis,” said FedEx MEC Chairman Scott Stratton.

An NTSB spokesman summed it up well: “A tired pilot is a tired pilot, whether there are 10 paying customers on board or 100, whether the payload is passengers or pallets.” As the FAA said in its draft, “Fatigue threatens aviation safety because it increases the risk of pilot error that could lead to an accident.” This is particularly a concern for crews that fly “on the back side of the clock.” Ironically, the back side of the clock is exactly where the majority of cargo pilots find themselves operating aircraft.

The families of the pilots and passengers who perished in the Colgan Air Flight 3407 operating as Continental Connection accident brought the issue of pilot fatigue to the forefront. Initially, Congress and the FAA acted to address pilot fatigue. However, cargo carrier lobbyists were able to use a protracted backroom process to convince federal policy-makers that somehow cargo pilots and their families were less worthy of fatigue protection. The FedEx MEC is outraged at the casual dismissal of cargo pilots and their families. Industry commenters asserted that, “while a passenger-operation accident can result in numerous fatalities, an all-cargo accident would consist primarily of property damage.” The FAA apparently placed some value on this absurd statement and coldly used it to justify the subordination of cargo families. “This nonsense indicates the character of the political process that produced this rule,” said Captain Stratton. “It is clear that special interest money and politics won over safety today, but we will not sit idly by and allow another 50 years of ambivalence to take hold. Our work to achieve a single level of safety as envisioned by the founding members of the Air Line Pilots Association, International shall continue. There can be no “Scheduling with Safety” without “One Level of Safety.”

IAG acquires BMI from Lufthansa, Virgin Atlantic falls short

December 22, 2011

bmi (British Midland Airways) Airbus A319-131 G-DBCG (msn 2694) GVA (Paul Denton), originally uploaded by Airliners Gallery.

International Airlines Group (London), the parent of British Airways (London) and Iberia (Madrid), has won the battle with Virgin Atlantic Airways (London) to acquire BMI (East Midlands) and the valuable London Heathrow slots from Lufthansa.

IAG issued the following statement:

“Following the announcement on November 4, 2011, International Airlines Group (IAG) and Deutsche Lufthansa AG (Lufthansa) have today (December 22) reached a binding agreement for IAG to acquire British Midland Limited (bmi). The cost is £172.5 million in cash though the price is subject to significant reductions.

Bmi consists of three distinct business units – bmi mainline, bmi regional and bmibaby.

Transaction highlights:

· Acquisition of bmi for £172.5million in cash
· IAG’s Heathrow slot portfolio to increase by up to 56 additional daily slot pairs
· Lufthansa to take on bmi’s defined benefit pension scheme
· Lufthansa has the option to sell bmi regional and bmibaby before completion
· Significant price reduction if Lufthansa does not opt to sell bmibaby before completion
· Deal subject to competition clearance
· Earnings per share (EPS) accretive by 2014 at the latest
· 2015 operating profit target of €1.5 billion to increase by more than €100 million with consequent increase in EPS
· Underpins goal of 12 per cent return on capital employed by 2015
· Restructuring costs spread over three years and significantly lower in total than bmi’s current annual losses”

It is still unclear what will happen to the bmi name and brand but it is likely at some point to be absorbed into British Airways. BA, already the dominant carrier at LHR, will become even larger if this deal is approved.

What will be the competitive response by Virgin Atlantic and others?

Delta unveils schedule for new domestic hub at New York’s LaGuardia Airport

December 16, 2011

Delta Air Lines (Atlanta) today unveiled its schedule for its new domestic hub at New York’s LaGuardia airport, significantly expanding its service to include more than 100 new flights and 29 new destinations.

The investment will be the largest single expansion by any carrier at LaGuardia in decades, with total flights increasing by more than 60 percent, and total destinations by more than 75 percent. By summer 2012, Delta will operate 264 daily flights between LaGuardia and more than 60 cities, more than any other airline.

Delta will offer more domestic flights and seats from New York’s three major airports than any other carrier, with more than 400 daily domestic departures from LaGuardia, JFK and Newark to destinations nationwide. Delta’s new hub will benefit consumers across the state of New York and the Northeast with convenient new nonstop jet service to LaGuardia.

The additional LaGuardia flights will be available under an agreement between Delta and US Airways to exchange takeoff and landing rights at LaGuardia and Reagan National Airport in Washington, D.C., which was approved earlier this year by the U.S. Department of Transportation. Delta closed its agreement with US Airways on December 13 as we reported previously.

The transaction generated significant support from elected and community leaders in New York and Washington, D.C. The DOT concluded that the agreement will increase competition and create significant benefits for consumers. The expansion will increase passenger traffic at LaGuardia considerably, adding up to 4 million new seats annually without increasing aircraft congestion.

Delta’s expanded LaGuardia schedule adds nonstop service to top U.S. business markets, including Miami, Dallas/Fort Worth, Houston, Charlotte, Denver, Pittsburgh, Milwaukee and Cleveland. Delta also will be adding frequency to business markets it currently serves, including Chicago, Nashville, Raleigh-Durham and Portland, Maine.

In addition to key business markets, Delta will be adding new all-jet service from LaGuardia to key upstate New York markets, including Buffalo, Rochester and Syracuse, replacing turboprop aircraft operated by US Airways. Delta also will be adding service to smaller communities including Wilmington, N.C.; Roanoke, Va.; and Burlington, Vt.

The larger jet aircraft utilized by Delta means up to 4 million additional seats will be available at LaGuardia without increasing congestion.

As part of the expansion, Delta will invest $100 million to create an expanded main terminal at LaGuardia in Terminals C and D, where it will operate a total of 26 gates. A 600-foot connector bridge will be built to conveniently link the two terminals. Delta also will convert the existing US Airways lounge in Terminal C to a Delta Sky Club, while continuing to operate its current Sky Club in Terminal D.

Delta will continue to operate its popular hourly Delta Shuttle to Boston, Washington, D.C., and Chicago from its six gates at the Marine Air Terminal.

Delta’s expanded LaGuardia service will create an estimated 700 jobs in the New York region. In addition, the expansion and related airport construction will directly and indirectly generate an estimated 6,000 new jobs in New York.

Delta has more than 7,000 New York-based employees.

Air China launches daily Beijing-Lhasa flights

December 16, 2011

Air China (Beijing) yesterday (December 15) launched daily nonstop flights from Beijing to Lhasa, high up in the Tibet plateau. This is the first nonstop flight on this demanding route. The long-range route is operated with Airbus A319s.

According to the airline;

“Air China uses its A319s which have been retrofitted to acclimatize to the plateau conditions on the route. The crew has rich experiences of flying over the Roof of the World. The flights are operated on a daily basis and the flight numbers are CA4125/6. One journey takes just 4 hours, which means the flight takes 2 hours less than the previous one that had to stop over in the city of Chengdu . For the time being, the service is the only nonstop flight between the two cities. In high season, Air China will use larger Airbus A330 aircraft on the route.

Air China has been actively involved in promoting the formation of the air transport network serving Tibet and helping further the progress of the autonomous region in areas of economy, culture and tourism. Now, Air China offers flights between Beijing, Chengdu, Chongqing and Kathmandu (the capital of Nepal ) and Tibet where Lhasa, Linzhi and Bangda are served. Factor in the direct rotations introduced on December 15, and Air China now operates over 100 flights a week into and out of Tibet. The introduction of the new rotations gives travelers more travel options and will play an instrumental role in bringing more travelers to Tibet and thusly promoting local economic growth.”
